This Series is specifically designed to assist in the education and training of young jockeys.

It is important therefore that these conditions are adhered to by Riders and their Trainers so that the maximum benefit can be obtained.

The special conditions set out below apply to the following series of Hands and Heels races for Conditional Jockeys and Amateur Riders (Category A and B Riders' Permits), which will be held at the following meetings:-

1. All races will be for Conditional Jockeys and Amateur Riders who, prior to the first race in the series, have not ridden more than 10 winners under the Rules of Racing or the Rules of any Recognised Turf Authority.

2. Trainers are responsible for making sure that any horse entered in these races is suitable for very inexperienced Riders. Privileges will not be allowed.

3. Every Rider must carry a whip.

4. The whip may be pulled through from one hand to the other as often as necessary.

5. A Rider must not hit his horse with the whip either with his hands on or off the reins except as provided for in paragraph 6. A Rider may not wave his whip. In exceptional circumstances the Rider may use the whip for safety reasons only.

6. In Hurdle and Steeplechase races the whip may be used down the shoulder in the backhand position, with both hands on the reins when approaching an obstacle, i.e. within four or five strides of take-off.

7. If a Rider uses his whip as prohibited in paragraph 5 above, it will be regarded as Improper Riding (see Rule 153 (iii)) and the British Horseracing Authority have recommended to Stewards that, in the case of a Conditional Jockey, they impose a minimum suspension of 7 days on those days when a Conditional Jockeys' race is programmed to take place in Great Britain and in the case of an Amateur Rider, they impose a minimum suspension of 7 days in accordance with paragraph 5 of Instruction H16 of the Rules of Racing. This suspension will not count towards the total number of days suspended during the current rolling twelve-month period.

8. If a Rider is suspended for using his whip in one of these races he will be disqualified from winning any prizes (see paragraph 12) but will be able to continue riding in the series unless one of the races falls on a suspension day. In the case of a second offence occurring the British Horseracing Authority have recommended to Stewards that they impose a minimum suspension of 14 days and the Rider will be prevented from riding in the remaining races in the series.

9. All Riders are required to attend a mandatory course walk with the Jockey Coach and/or a Senior Jockey 90 minutes prior to the race. If a rider is unable to make this course walk they must obtain prior dispensation (see below). If a rider is unable to walk the course because they are riding in an earlier race, or leading a horse up they will be expected to walk the course prior to this, but must let Richard Perham or Mary-Ann Sandercock know that they will be doing this. Failure to walk the course without contacting Richard Perham or Mary-Ann Sandercock in advance will result in the Rider losing all riding skills and professionalism points for the race in question. Repeat offences may result in the Rider being prevented from riding in the remainder of the series.

10. Prior to the race the Jockey Coach and/or a Stipendiary Steward will brief Riders on the conditions of the race. After the race, the Rider of every horse will be required to report to the Stewards' room where they will be talked through the race by the Jockey Coach and/or a Stipendiary Steward. This is a mandatory requirement and failure to attend this debrief may result in the British Horseracing Authority preventing the Rider from taking part in the remaining races in the series. Special permission to miss the debrief may be granted from the Stipendiary Steward on the day for any Rider who has to leave straight after the race to travel to another meeting. This permission will have to be arranged before the race. The Jockey Coach may also contact Riders after the race meeting to further advise them on their riding.

11. Trainers are responsible for giving adequate instructions to their Riders and failure to do so will result in disciplinary action being taken.

12. The sponsors are generously providing a prize to the winner of the series; the winner will be the Rider who accumulates the most points in the series. Points are allocated in the following way:

Riders are awarded 6 points per ride. They then receive additional points for achieving wins and places in the races (win-5pts, 2nd-3pts, 3rd-2pts and 4th-1pt), and are awarded or deducted points where the Jockey Coach has adjudged that good or bad riding skills and professionalism, (presentation, punctuality and general conduct), have been displayed. Only win and place points will be awarded in the final race in the series, thus enabling the winner of the series to be announced and awarded on that final day.
